We are seeking a strategic and collaborative leader to join our People & Culture team as Program Lead, HR Integration & Issues Management. Reporting to the Executive Director, People & Culture, this role leads the coordination and resolution of a broad range of HR issues and initiatives that support Recovery Alberta’s operational priorities and organizational mandate. The Program Lead works closely with Health Shared Services (HSS) and internal stakeholders to ensure effective and responsive HR service delivery across the organization. This role acts as a central coordination point for HR inquiries, emerging issues, and strategic initiatives involving Recovery Alberta leadership, Health Shared Services, Ministry partners, and other government stakeholders. The Program Lead helps translate organizational needs into practical HR solutions, while ensuring alignment with established policies, frameworks, and provincial health system priorities. The ideal candidate brings strong leadership, sound judgement, and the ability to navigate complex and sensitive issues. They are comfortable working with diverse stakeholders and balancing competing priorities while maintaining a focus on practical outcomes and effective service delivery. Description:
Reporting to the Executive Director, People & Culture, the Program Lead, HR Integration & Issues Management is responsible for coordinating and supporting the resolution of HR issues and initiatives that affect Recovery Alberta operations. The role provides leadership and coordination while working closely with Health Shared Services teams and organizational leaders to ensure effective HR service delivery. The Program Lead represents Recovery Alberta’s interests across a wide range of HR matters and initiatives, helping to align HR services with operational needs and organizational priorities. This includes coordinating responses to HR inquiries and requests from internal leadership, Health Shared Services teams, Ministry representatives, and other government partners. The role analyzes emerging HR issues, identifies risks and opportunities, and works with appropriate partners to develop practical solutions that support effective workforce management and organizational performance. The Program Lead ensures timely coordination and communication of HR priorities and initiatives while maintaining alignment with enterprise HR policies, labour relations considerations, and provincial health system requirements. The Program Lead also manages projects and initiatives related to HR service improvement and organizational priorities. This includes developing project plans, coordinating stakeholders and resources, monitoring progress, and reporting outcomes to leadership. This position builds strong working relationships with internal and external partners, including operational leaders, Health Shared Services teams, and ministry stakeholders. Through these partnerships, the role helps support integration, coordination, and continuous improvement of HR services across Recovery Alberta.

Bachelor’s degree in business administration, human resources, or a related field. Minimum seven (7) years of progressively responsible experience in human resources or organizational leadership roles. Demonstrated experience addressing complex HR issues and coordinating initiatives across multiple stakeholders. Strong problem-solving and analytical skills with the ability to assess issues, identify risks, and recommend practical solutions. Proven ability to build relationships and influence stakeholders across a complex organization. Excellent communication and interpersonal skills with the ability to engage a wide range of audiences. Demonstrated ability to manage competing priorities and work effectively in a dynamic environment.

Preferred Qualifications:
Chartered Professional in Human Resources (CPHR) designation or equivalent professional certification preferred. Experience working within healthcare, government, or other large complex organizations is an asset.
