Recovery Alberta (RA) is a newly created provincial health agency responsible for delivering recovery-oriented mental health, addiction, and correctional health services across Alberta. We are seeking an experienced and strategic professional to join our People & Culture team as Program Lead, Workforce Strategies. Reporting to the Executive Lead, People & Culture, this role leads the development and implementation of workforce strategies that support Recovery Alberta’s Health Plan, Business Plan, and operational priorities. The Program Lead works across the organization to assess workforce needs, analyze workforce data and trends, and develop practical strategies that support recruitment, retention, workforce sustainability, and evolving service requirements. The role collaborates closely with operational leaders, Health Shared Services (HSS), and Ministry partners to advance workforce initiatives that strengthen workforce capacity and capability across the organization. This includes coordinating initiatives related to workforce composition, scope of practice, recruitment strategies, and service expansion or redesign. The ideal candidate brings strong leadership, analytical thinking, and relationship-building skills. They are comfortable working in complex environments and engaging diverse stakeholders across the health system to advance strategic initiatives. As a provincial team, this position’s location is negotiable and eligible for a remote or hybrid work arrangement within Alberta. Description:

Reporting to the Executive Lead, People & Culture, the Program Lead, Workforce Strategies is responsible for leading the development, implementation, and monitoring of workforce strategies that support Recovery Alberta’s operational priorities and provincial health system objectives. The role provides strategic leadership and coordination for workforce initiatives that originate through Recovery Alberta operations, the Ministry of Mental Health and Addiction, Health Shared Services, or sector partners. The Program Lead leads the development of integrated workforce plans addressing recruitment, retention, workforce composition, and evolving service delivery requirements including conducting workforce needs assessments, analyzing workforce trends and data, identifying risks, and recommending practical workforce planning solutions that support sustainable operations. Working closely with Health Shared Services teams, including HR Analytics & Planning, Health Professions Strategy & Practice, and Talent Acquisition, this position coordinates the development of workforce data, metrics, and reporting to support org. planning and decision making. The role contributes to demand forecasting, capacity modeling, and skills gap analysis, and supports the development of targeted recruitment strategies for critical/hard-to-fill roles. This position manages initiatives and projects related to workforce strategy and organizational transformation including developing project plans, coordinating stakeholders and resources, monitoring outcomes, and providing updates to senior leadership on progress, risks, and opportunities. This position builds strong relationships with internal and external partners including operational leaders, ministry representatives, and system stakeholders to support collaboration and alignment of workforce initiatives across the health system.

Required Qualifications:

Bachelor’s degree in business administration, human resources, health administration, or a related field. Minimum seven (7) years of progressively responsible experience in human resources, workforce planning, organizational strategy, or a related field. Demonstrated experience leading strategic initiatives, projects, or organizational planning activities. Strong analytical and problem-solving skills with the ability to interpret workforce data and translate insights into practical strategies. Proven ability to build relationships and influence stakeholders across a complex organization. Excellent communication skills with the ability to present information clearly to a variety of audiences. Demonstrated ability to manage multiple priorities and work effectively in a dynamic environment.

Preferred Qualifications:

Chartered Professional in Human Resources (CPHR) designation or equivalent professional certification preferred. Experience working within the healthcare or public sector environment is an asset.
