Recovery Alberta (RA) is a newly created provincial health agency responsible for delivering recovery-oriented mental health, addiction, and correctional health services across Alberta. We are seeking a strategic and collaborative leader to join our People & Culture team as Program Lead, People Experience & Culture. Reporting to the Executive Director, People & Culture, this role leads the development and implementation of people experience and workplace culture strategies aligned with Recovery Alberta’s Health Plan, Business Plan, and organizational values. The Program Lead works across the organization to translate strategic priorities and employee feedback into practical initiatives that strengthen engagement, leadership capability, and organizational culture. The role collaborates closely with operational leaders, Health Shared Services (HSS), and system partners to advance initiatives related to organizational learning, staff orientation, leadership development, succession planning, employee recognition, and workforce engagement. These initiatives support workforce retention, capability development, and a positive workplace environment that enables high-quality service delivery. The ideal candidate brings strong leadership, communication, and relationship-building skills. They are comfortable working across diverse teams and navigating complex organizational environments to advance meaningful culture and engagement initiatives. As a provincial team, this position’s location is negotiable and eligible for a remote or hybrid work arrangement within Alberta. Description:
Reporting to the Executive Director, People & Culture, the Program Lead, People Experience & Culture is responsible for leading the development, implementation, and monitoring of initiatives that strengthen employee experience, organizational culture, and workforce capability across Recovery Alberta. The Program Lead leads the development of workplace culture and learning strategies aligned with organizational priorities and service delivery needs. This includes initiatives related to employee engagement, leadership development, staff orientation, succession planning, recognition programs, and organizational learning. Working closely with Health Shared Services teams, including HR People Experience, Talent Management, and HR Analytics & Planning, the Program Lead coordinates programs and initiatives that support workforce engagement, capability development, and culture improvement across the organization. The role is responsible for analyzing employee engagement survey results and other workforce feedback to identify trends, develop action plans, and support leaders in implementing meaningful improvements to the workplace environment. The Program Lead ensures that culture and people experience initiatives are aligned with enterprise HR frameworks, labour relations considerations, and provincial health system priorities. The Program Lead manages multi-phase initiatives and projects that support organizational transformation and culture change. This includes developing project plans, coordinating stakeholders and resources, monitoring outcomes, and reporting progress to senior leadership. The position builds strong working relationships with operational leaders, ministry representatives, Health Shared Services teams, and other system partners to support collaboration and alignment of people experience and culture initiatives across the organization.

Bachelor’s degree in business administration, human resources, organizational development, or a related field. Minimum seven (7) years of progressively responsible experience in human resources, organizational development, workforce strategy, or related areas. Demonstrated experience leading strategic initiatives, culture change programs, or organizational development initiatives. Strong leadership, communication, and stakeholder engagement skills with the ability to work effectively across a complex organization. Proven ability to analyze workforce or engagement data and translate insights into practical actions that improve employee experience and organizational performance. Demonstrated ability to build partnerships and influence stakeholders across multiple levels of an organization.

Preferred Qualifications:
Chartered Professional in Human Resources (CPHR) designation or equivalent professional certification preferred. Experience working within healthcare, public sector, or large complex organizations is an asset.
